SCHOOL FINANCE, DIRECTOR OF OPERATIONS SUPPORT [United States]


 

  • Under the direction of the Deputy Associate Superintendent of School Finance (SF), the Operations Support Director (Director) is responsible for SF data and information quality and is responsible for assisting in the direction and supervision of all matters related to creating and maintaining customer service to the Local Education Agencies (LEAs) in relationship to submission of student data, employee data, and transportation data.
  • Occasional in-state travel is required for this position.

Job Duties:
  • Work closely with School Finance’s Business Analyst and other staff within the agency, the Director reviews and interprets relevant legislative code and based upon those interpretations, formulates business rules, administrative policy, and operational guidelines with respect to collecting specified student, district employee, and district transportation data from almost 700 school districts and charter districts Local Education Agencies (LEAs) for over 1.2 million students, its processing through the Arizona Education Data System (AzEDS) and other systems
  • Design applicable reports for LEAs and other internal users
  • Responsible for ensuring that IT staff, including programmers, business analysts, and program managers fully understand the systems, their complexity and impact on state payments (approximately $6 billion)
  • Assist all divisions of the ADE which rely on student level data, to ensure that integrity rules and calculations of ADM, SPED, and ELL continue to function as expected while ensuring that the other divisions of the department are provided what they need
  • Integrity rules validate all student and instructional calendar data submitted by LEAs to ensure accurate student information is available for accurate state payments (approximately $6 billion) federal reporting and for federal funding purposes
  • Analyzing data, developing trends, developing threshold reports and creating systems to validate data reported by school districts and charters, AzEDS/ACE results and explain any differences
  • Perform user acceptance testing on new systems and updates to existing systems
  • Perform analyses of policies, procedures, systems, and operational structures to devise the most efficient and effective methods of accomplishing work; conferring with agency staff/outside entities; gathering information to define needs; planning & conducting analyses; studying special administrative problems; developing & conducting surveys, compiling info, analyzing findings, & recommending practical solutions; designing & modifying automated & manual systems for specific applications; providing help desk services, and troubleshooting customer concerns/problems
  • Develop processes, procedures, business rules and manuals, conduct training and presentations to professional organizations and the end users

Knowledge, Skills & Abilities (KSAs):
  • Arizona Revised Statutes pertaining to student information and agency rules
  • Principles, research methods and reporting techniques used in administrative studies
  • Operational/programmatic structures, applicable legislation, rules, regulations, and procedures
  • Applicants must have supervisory experience.
  • A bachelor’s degree in business or information Technology or in a related field or equivalent experience to substitute for the degree, is required.

Selective Preference(s):
  • Preference will be given to those applicants with a master’s degree in business or information Technology or in a related field.
Pre-Employment Requirements:
  • Position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.).

Retirement:

You will be required to participate in the Arizona State Retirement System (ASRS) upon your 27th week of employment, subject to waiting period. On or shortly after, your first day of employment you will be provided with enrollment instructions and effective date.
